Huria is considered by many to be a meritocracy. This is in large part due to the system of exams in place to appoint members of the sector and federal senates.
National exams[]
National exams are held every six years. The top 480 participants are guaranteed a seat on the next federal senate. The top 250 in each state not on that list are guaranteed a seat on the next sector parliament in that sector.
